PRESS RELEASE
On March 18, Western Area Power Administration issued a Request for Proposals seeking
block power supplies up to 70 MW to serve the needs of Sandia National Laboratory and
Kirtland Air Force Base situated on Public Service of New Mexico’s transmission system.
Power supplies need to start from January 1, 2009 or thereafter for a period of six months
to ten years. On-line submission of proposals is due by April 4, 2008. The RFP is posted
on the web at http://www.wapa.gov/CRSP, or you may obtain a copy by contacting

FERC APPROVES BROADWATER LNG PROJECT SUBJECT TO SAFETY, ENVIRONMENTAL MEASURES

The Federal Energy Regulatory Commission (FERC) today approved a proposal by Broadwater Energy LLC to construct and operate the first floating terminal for the storage and delivery of liquefied natural gas (LNG) in the United States. The project would meet increasing energy demand in New York and Connecticut.

CAISO FILES WEEKLY DMM REPORT

On March 20, CAISO filed their weekly report on Market Impacts of Amendment 66 stating that the amount of overlapping inc and dec bids cleared by the CAISO dropped dramatically as soon as the CAISO moved from the “bid or better” settlement rule to the “as bid” settlement rule. Since the effective date of Amendment 66, an average of only about 29 MW of off-setting inc and dec bids have been pre-dispatched each hour, as opposed to an average of about 600 MW per hour in the month prior to implementation of Amendment 66. Between March 8 and March 14, an average of about 38 MW of off-setting inc and dec bids have been pre-dispatched each hour to clear the market.
ISO-NE'S POST TECHNICAL CONFERENCE COMMENTS

On March 20, ISO-NE filed Post Technical Conference Comments regarding the treatment of External Transactions in New England’s wholesale energy markets. ISO-NE made comments relating to the potential for improvements to the manner in which External Transactions are integrated into the pricing results and resource commitment schedule of the Day-Ahead Energy Market, and the possible clarification of the existing market rules to describe in more detail the manner in which External Transactions are treated in the Day-Ahead Energy Market.

On March 14, 2008, PJM submitted revisions to the PJM Open Access Transmission Tariff and Amended and Restated Operating Agreement to modify the allocation of surplus Transmission Congestion Charge revenues to distribute excess congestion revenues remaining after transmission rights are fully funded on the same basis that transmission rights uplift charges are assessed.
A COMMON SENSE BLUEPRINT FOR OHIO
The experience in states (like Illinois, Maryland and Pennsylvania) that have resorted to auctions or so-called “competitive bidding procedures” to establish electric generation supply prices demonstrates that rate shock, debilitating uncertainty, extraordinary volatility, polarizing politics and injury to the economy await Ohio and other states that do not proactively address the profound mismatch between expectations about electric restructuring and actual results. Appeals that FERC do something to “fix” the problems have proven to be fruitless just as they were when an energy crisis crippled the Western part of the United States. Because Ohio’s economy is relatively energy-intensive, Ohio’s economy and its citizens are disproportionately at risk.

This white paper, prepared by the American Public Power Association, comes at a time of increasing peril for electricity consumers—both in present costs and future reliable service. Over the past 15 years, federal and state policymakers have fundamentally restructured wholesale electricity markets and retail electric service in many parts of the country. These changes were predicated on the promise that increased “competition” would spur efficiencies, promote innovation, ensure an adequate infrastructure and, most importantly, result in lower rates for consumers. But the opposite has occurred-— restructured markets are producing higher prices (and higher profits) than one would expect in a competitive market.

working gas in storage was 1,313 Bcf as of Friday, March 14, 2008, according to EIA estimates. This represents a net decline of 85 Bcf from the previous week. Stocks were 215 Bcf (14.1%) less than last year at this time and 29 Bcf (2.3%) above the 5-year average of 1,284 Bcf.

The results of the Nuclear Regulatory Commission’s annual safety performance assessment for the R.E. Ginna nuclear power plant will be discussed at a public meeting on Tuesday, March 25. The session is scheduled to begin at 2 p.m. at Ontario Town Hall, at 1850 Ridge Road in Ontario, N.Y.
The U.S. Nuclear Regulatory Commission staff has scheduled a meeting for Monday, March 24, with representatives of Dominion to discuss the agency’s assessment of safety performance during 2007 at the North Anna Nuclear Power Station. The plant, operated by Dominion, is near the town of Mineral, Va., about 40 miles northwest of Richmond.
